Remodeling Older Homes in St. Paul: A Homeowner’s Guide

St. Paul is defined by its neighborhoods. Whether you are in a bungalow in Highland Park, a Victorian in Summit-University, or a 1.5-story in Mac-Groveland, these homes have a craftsmanship that is impossible to replicate today.

But if you are planning a renovation in St. Paul, you are dealing with two distinct challenges: the aging mechanics of the house itself, and the rigorous standards of the City of St. Paul.

At Prima Construction, we specialize in this exact intersection. We don’t just design beautiful spaces; we navigate the complex inspections and structural quirks that come with St. Paul territory.

Here is what you need to know before you start.

St. Paul Case Studies: Solutions for Older Homes

Here is how we have solved specific challenges in homes just like yours.

The Challenge: “Adding a bathroom to a finished attic with strict height codes.”
The Fix: St. Paul code is rigid regarding ceiling height in bathrooms. In this attic remodel, a standard vanity setup would have failed inspection. We designed a custom soffit that allowed us to recess the sink into the slope. This satisfied the inspector and gave the homeowner a modern, functional bathroom without altering the roofline. The Challenge: “Updating a kitchen without losing the St. Paul character.”
The Fix: In a neighborhood known for heavy woodwork, a stark white modern kitchen can feel out of place. We designed this spacious kitchen with classic cabinetry profiles and warm wood floors. It feels substantial, permanent, and perfectly attuned to the architecture of the home.  See more details on our Kitchen Remodeling services.

The Challenge: “Remodeling a bathroom without cracking the plaster next door.”
The Fix: This bathroom was a “concrete sandwich”—layers of cement and wire mesh built over original tile. On the other side of the wall was a pristine finished kitchen. A sledgehammer would have destroyed the kitchen walls. We spent a week hand-chiseling the debris, proving that sometimes the most critical part of a remodel is the patience to demo correctly.

The Challenge: “My vintage kitchen is too small for a modern table.”
The Fix: Many St. Paul homes have isolated, “servant-style” kitchens. For this home, we built an addition specifically designed to house a chef’s kitchen and a custom dining table. It respects the scale of the original house but provides the open gathering space that modern families need.

1. The “St. Paul Standard” (Permits & Inspections)

Ask any trade partner in the metro, and they will tell you: St. Paul is different. The Department of Safety and Inspections (DSI) holds the strictest building standards in the Twin Cities.

  • The “Stickler” Factor: St. Paul inspectors are known for their attention to detail, particularly with plumbing and framing. While this ensures a safe home, it often means unexpected costs for contractors who aren’t used to working here.
  • The “St. Paul Premium”: Because the city often requires upgrades that other suburbs treat as optional, projects here can sometimes carry a slightly higher cost. We bake this into our initial estimate. We know the inspectors by name, we know what they look for, and we budget for it upfront so you aren’t hit with “code surprise” change orders later.
  • Navigating Delays: In 2025, the city experienced a major cyber incident that stalled permits for months. While many projects across the city sat idle, our knowledge of the system allowed us to keep moving. We know how to get things done here, even when the system is offline.

2. Managing the “Guts” of a Vintage Home

Just like in Minneapolis, the charm of a St. Paul home often hides outdated mechanicals.

  • Radiators & Boilers: St. Paul is a radiator city. Many contractors refuse to touch these systems, especially in winter. We are experts at moving, refinishing, or replacing cast-iron radiators. We know how to work on boiler systems year-round without leaving you in the cold.
  • The Hidden Pipes: We assume every St. Paul home built before 1960 has galvanized water lines, lead components, or asbestos pipe wrap. We don’t treat these as emergencies; we plan for them. Our plumbing partners are licensed to handle these specific hazards safely.
